If in doubt, take them out just for the MOT. As long as it has all the necessary working lights it shouldn't fail just cos it has some other holes in the bumper.
Alternatively, wire them in to the existing loom.

Thing is, if you remove them for the MOT there is a gaping hole in the bumper where something is meant to be right?
I did think about just sticking black duck tape over them to hide for the MOT, but then whoever is doing the MOT might become suspicious - I don't want to hide or cover up something.
It's catch 22 really - I guess I could wire them up :/

If they are well covered with tape mot person cannot say anything. They can’t remove the tape either
Really can't see the issue.
The holes could only be a problem if they had sharp edges or summat which could hurt a pedestrian.
