Wiper motor not up to much?

I have just fitted a new Lucas wiper from Paddocks and it seems very weedy, it will work if the screen is soaking wet, but if the screen is dirty and try I try and wash wipe it moves slowly and stops? Is there any adjustment or is it faulty? The old wiper would change speeds randomly, but did not stick.

Yes it works, easily when disconnected or when when the wipers are off the screen.

would sound like a weak motor then
