Freelander 1 What are these wires for?

I've had the front bumper off my freelander a lot recently and these wires have always confused me. The one to the left of the intercooler has no power going to it, the one behind the bumper on the other side with the cover is a constant 12v and I haven't managed to test the one near it yet. I tested these connectors with lights off, on, full beam, dipped, side, fog, anything I could think of but no change. No fuses are missing from any of the boxes so does anyone know what they are for? I could only think that they are for factory fog lights or spot lights, (Both of which i have ready to fit, that's the reason for testing), but they don't have the right power supply

FBH's were standard on most early Td4s, that changed to cold climate markets only, with a PTC heater fitted instead. The FBH could still be factory fitted as part of a winter pack, or dealer fitted as an accessory, so it worked out cheaper to fit the loom for it anyway(connector for fuel pump also in rear wheel arch)
