Yep it's the towing socket. if you buy a genuine landrover towing socket. it'll have the connector on the other end that plugs straight in.

it looks to me like the remnants of a trailer socket, like just the inner bit.
Although... it aint got enough pins. It could be a header for a towing socket mind, i think some of the pins in a normal socket are doubled up or spare.
