Trying to fit the towbar. The bolts wont go all the way into the captive nuts (presumably 15 years of rusting)... any suggestions for a quick and easy fix?!? (being too hopeful??)

They screw in but leave about 15mm sticking out.
 
Use a suitable tap to clear the treads in the captive nuts? if that's not available, and if you have a spare bolt, you can file a groove along the length of it, cutting into the thread of the bolt - this makes a crude tap which should be good enough to do the job for you.
 
Also found that the M16 bolt wont go through the hole on the chassis... temporary installation with a M12 bolt for today and the job of filing down the hole at the weekend to look forward to!

Managed to get it to go through in the end after some work with a file and a bit of brute force! Towbar now fitted, electrics working, and all seems fine. Will check the torque on the bolts* again in a few days but other than that hopefully its all sorted.

*The reason for the hurry to get the towbar fitted today is I need to go and recover a trailer from the garage on Thursday. A friend was on the way down to dorset towing it when a wheel came off due to the wheelnuts coming undone - slightly paranoid about torque checking now!!

Don't over torque, you will crack the bolts then it will fall apart.
