New to Range Rover cooling system

New to Range Rovers,
I bought a 1998 Range Rover 4.0 SE and the heater does not always work when I start it cold.
I put my hand on the right side heater hose and it feels hot, but the left side heater hose feels cold even after the engine has been idling for a few minutes.
After I drive it a few miles the heater works great.
Is that normal?
