Can i use it on a mig welder?

I bought a sealey 60 litre argon/Co2 which lasted a very short time and @ £23 a bottle, i haven't even started the job i needed to do ( practising ) but i can get hold of plenty of Mapp canisters through work.
 
Well I'm exceptionally new to this, and based on what i was told, i thought I'd ask here as I'm not sure they were talking sense.
Argon/Co2 shields the wire, Mapp is combustable, it didn't make much sense what he said, come to think of it, i reckon he was waiting for the phone call from me swearing at him....

As for turning the gas down, i did, but just kept getting spatter, i reckon the regulator is abit fooked as all i got was on full or fook all.
