I wondered about that too. If his eyesight isn't good enough to drive at night without spotlights, he surely shouldn't be driving.I don't get the " oooo it's sooooo dark in the country I need big lights" brigade. Drive for the conditions and within your limitations and the lights that come with your vehicle will, (oddly enough), do the job.
I live in a very rural area and have never felt the urge to add extra lights , just to drive on the 'main' roads or tracks.
To be fair I find driving on the main roads at night difficult nowadays. On quiet roads in the dark its fine but I find I am dazzled at night quite badly when there is lots of oncoming traffic in a non streetlit area. Having brighter lights wouldn't help with this though
