the pto lever would be where an overdrive lever is. (next to hand brake lever)
one your on about is the hand throttle for controlling engine speed.
for pto, jump starting summat else, warmin windscreen in winter while you ave the fag an coffee inside house, crude cruise control, etc.
extra- or your ****ed passenger to arse about with when your not ready for it.....

mine used to have the pto speed lever and the shaft fitted never used it though
