Help - Fan starting when gauge is red & RPM stuck at 2000.

I really need some help. I have a freelander 3 door 1.8k petrol 1999 and love it. The engine was replaced by a used one after 3 HGF. Also changed the COMPLETE cooling pipe system including the metal pipe. Installed a modified upgraded thermostat. Changed the water pump, send the radiator for complete cleaning, installed a new inlet manifold (there was a leak with the plastic side broken) - used old throttle body though, twice fitted a new temperature sensor.
However, When I am stuck in traffic/idle, the temperature gauge rises almost 4/5 , just below the red area before the fan starts and it then cools down back to until temp gauge is back to the middle. This does happen at all when I am driving- temperature stays in the middle. It only happens when idle. I replaced the temperature brown sensor twice within the last 2 weeks just in case one was faulty, and getting same issue.
The second issue is that its consuming a lot of fuel. Sometimes when I accelerates, the RPM get stuck near 2000 and I need to press/tap the accelerator pedal for it to go back to 1000. The RPM stays nearly at 1000 and does not go to 750 as mentioned when the temp reaches the middle. I reset the throttle body by pressing the pedal 5 times as mentioned here to reset, it would work for a few kms and fuel would be as normal but then the problem would come back again.
Any Ideas would be most welcomed please!
