Heating / aircon drain leak footwell

I have a converted lhd td4. Shoddy in its finishing. Changed the condenser and regassed the aircon. Now belt is screeching so I'll get to that but its also leaking water. From right hand footwell. Coming from where metal pipe leaves the plastic heading through bulkhead. Can anyone explain to me what this is. Is it present on all of them or a fix for something Doesn't seem right. The pipe heads through the bulk head and is meant to drain but is at such an angle that its not very affective. [GALLERY=][GALLERY=][/GALLERY][/GALLERY]

I can only assume that the RHD heater box has been badly modified to make it work in the now LHD vehicle.
That angled pipe isn't a standard fitment, so obviously it been done by some clueless numpty. I'd be more concerned about all the vehicle driving controls, rather than the AC.
 
It's been completed by a numpty yes. I'm slowly working my way around putting things straight. Why would there be a drain there if there isn't normally ?
 
The problem is the fact that it's leaking water from where the metal pipe drops down from the plastic. Also the problem is that I don't know what it's function is or why it is necessary

If it's only started leaking since the AC was sorted, then it's the condensate drain for the evaporator. There is a drain on the bottom of the heater box for the condensate, but I expect you're modified box doesn't have it now, so some bodged up pipe has been fitted instead.
It looks like a right mess to me if I'm honest.
