Fuel tank breather?

I've just replaced the fuel filler hose on a 300tdi disco 1.

I clipped off a pipe running along the old fuel filler up towards the cap. When I took it out it looks like it's not been connected anywhere for a while judging by the gunk in the end. I'm guessing this is a fuel tank breather tube? If not what is it?
Should it be connected up to the fuel filler cap where there seem to be two breather type holes? If it does how the hell do I get up in there! If not can anyone advise?

Thanks for the reply, it's not actually on there though. It was cable tied to the old "Hose filler-fuel filler". It seems to run in between the tank and the chasis but I can see whether it actually goes into the tank and I can;t get my fingers in far enough to feel
 
OK thanks, I reckon the tank end is actually in place. The end I have goes uptowards the fule filler cap. The top photo is the plastic 90deg pipe that goes to the fuel filler cap. Am I right in thinking it's a breather connected to the fuel filler assembly in that case?

Yes u are, it then vents via the valves within the filler cap, if thy aren't blocked that is, u may find the underneath of the cap is a bit grotty so try cleaning or better still replace the cap.
