Can they be the wrong way around

Did you see/hear it running before you bought it? There are sliding parts inside the pump itself which if seized can cause similar issues (if it has been left standing a long while or has been run on veg oil or has had water in it). If it is, it may free up after a little while, what was wrong with the original?
 
yes the rear one is restricted and so its hole is a lot smaller than the front
Yes, I did that many years ago on a 200. Exact same symptoms as the OP.
Banjo bolts are (at a glance) identical but as James says, the return has a smaller hole.
