Disco 3 (LR3) Engine won't turn off despite key out of ignition.

Hi, my dad is currently up in Scotland and his Discovery 3 (2009) wont turnoff, despite the key being out of the ignition and the ignition lights being on. He has stopped the car from under the bonnet and has disconnected the battery.
Anyone have any ideas on what this could be? He is a very skilled mechanic so it is nothing obvious.

Sounds like the ignition switch. Try a little graphite powder in the ignition barrel

Know this post is older but one thing in particular stuck out.

Ignition switch fault - DO NOT LUBRICATE WITH GRAPHITE BASED LUBRICANT (powder especially, but equally grease / lubricant less) - Graphite is conductive and if it gets in the wrong places will cause problems forever more especially in our all electric/electronic D3s. (I learnt the hard way, not on Cars thankfully)
