electrical signals for cruise control?

i have a 1997 v8 3.9 auto discovery. i suspect my cruise control ecu is not working but want to check all electical connections before replacing. i have removed the vacuum pump and opened it up and found it had corroded the coil pivot due to water ingress. cleaned it up and got it working on a battery.
cc ecu pin allocations as far as i can read it .can some one check if i have got it right.
pin 1 positive out to supply vac pump ( this signal is missing)
pin 3 pos in from set/ accel
pin 4 pos in resume
pin 5 pos when brake pedal pressed
pin 6 earth for vac pump circuit
pin 7 earth for vac pump circuit
pin 8 ecu earth
pin 9 brake pedal pressed = open circuit. brake pedal released pos supplied
pin 10 pos ecu supply
pin 11 speed signal . starts at 12 volt when 0km/h and drops to about 8.8 volt when doing 80 km/h.
Is it possible the water in the vac pump housing cooked the cc ecu? looks allright on circuit board.
Is my speed signal dropping enough?
