Dumb Irons/Jacking Points Missing - What to do?

Hi Everyone,
Getting round the newly acquired 110 300tdi (June) and I am trying to work out what to do with the front bumper/dumb irons. It must have been fitted with a winch/winch bumper and whoever took it off (bless them) left the dumb irons open - pic explains

So what to do, I thought about just blanking them but this should really involve changing the bumper bolts as they will be hidden (or the nut plates will be). Also really need high lift jack points at the front - best way to achieve this?? Are there any weld on parts that can help??
At the moment it is just a salt/mud trap and needs sorting before winter

Can u fit a removable blanking plate , making it big enough to fold over the sides , drill the sides of the chassis to install some self tapping bolts to secure the plate , being able to undo it to gain access to ur bumper bolts , putting some bitumen type silicone to seal around the plate to stop ingress of water, bit of coppaslip on the self tapping bolts u use to secure the plate and aid removing when req

Spraying some dinitrol in there first and on the plate to protect the chassis ends and plate

use ur high lift jack on the bottom of the chassis

Blanking it off should not mean the bumper bolts are hidden. as the original was "blanked" off bu the jacking point. Access to the captive nut plate is fiddly which is why it has the spring clips to hold it in place while fitting. Personally I would just blank it off and then use the highlift under the bumper, but it depends on what you need the highlift points for and how often you plan on using them.
You can also get replacement dumb irons (link), this was the first one I found so it may be possible to get better prices, but it does show the original construction nicely highlighting the limited access to bumper bolts.
 
Thanks for your replies - I am interested in Jacking points as using for some overland next year and prefer more stable points to jack from if possible.
Don't worry chassis number still there - been there before!!!
 
My solution. Welded end cap on leaving enough room for the captive nut plate and Siliconed the gap. Drilled 2x12mm holes each side to let any water out if it gets in.
