County 110 Speedo back to zero?

I've been thinking the worm drive is wrong, but after waiting for a very long time at road works, I noticed that the speedo dial rests at around 13km when I am stationary.....which is about the error in speed reading when moving!
Is there a way to re calibrate the resting position at all? Maybe a minor adjustment at the rear of the unit?
