Clutch pedal removal

I am having difficulty removing the clutch pedal on my 2002 TD4. I have managed to remove the two lower fixing nuts but it still seems firmly fixed. Is there any other hidden fixing at the top or is the clutch and brake one complete assembly?

Yes. It's normal practice for all the pedals to be joined as an assembly, generally known as the pedal box.
