Changed fuel filter won’t bleed air

i changed fuel filter old was in very bad condition fitted new one empty wouldn’t start tried opening air bleed valve on top of filter head some resistance but pumped for ages no diesel coming out removed filter and filled with diesel and put more diesel in tank the 90 is facing downwards on the hill any idea as I don’t understand much about the older engines

Is the lift pump on the cam? And did you fit the new filter carefully, including all four rings, and take your time bleeding, to allow the air to rise in the filter?

what you mean caefully i just fitted new seals in kit and threaded bolt in and tightened it
 
I mean taking care. Like most young people don't.

Four seals? All in right place, they are all different.

And take your time to bleed. And you didn't tell me if the pump is on the cam.
one seal on bottom of filter and some small ones for the white thing in the bottom and another big seal somewhere

There are four, all different sizes. And if you don't fit them in the right places, they will not seal. And it is important to make sure there are no old rings in the filter head. And kick the engine round on the starter if it is on the cam.
And bleed.slowly and carefully, into a bucket, until you are sure there are no air bubbles.

are the two big ones different?

When you are sure they are right, start bleeding. With a bucket under it. Slowly, few pumps and then let it run. The a few more, and let it settle. The a few more.
You will need to pump at least a pint or two of diesel through over time.
When no bubbles, close the union or bleed screw.

bled it now do i need to open injector like tdi
 
Bleed the fuel screw on the pump, if there is one and it isn't snapped off.
The loosen an injector union, and get someone to spin it on the key, close the union when fuel dripping, it should start.
wont start because i have two batteries rigged up and on the volt gauge it shows its flat although and starter turns real slow so i put 24volt system on and starter just cliked ordered new starter

Is it a 12v system or a 24 volt system?
Could be a failed solenoid, or a sticking Bendix, and the starters can be rebuilt.
Try a tap with a hammer, carefully, and if not, take it off and have a look at the Bendix, and free it and lube if necessary.
You will need charged battery, and I wouldn't rely on a voltmeter to be accurate.

its a 12v systemhave tried hitting it battery was fully charged i have bought new one so will just wait till it arrives think i blew a few fuses with the 24v though
 
12v system tried hitting starter bought new starter to rule out starter might change the altenator as im sure its faulty as a little bit of smoke came out of it before i have a spare altenator in the shed would a dodgy earth cause this?

It could, but it is more likely just a bit if smoke from the wires heating up as you crank it.

I suggest you stop changing things at random, they are probably working. Instead, try and diagnose the fault, or faults, and repair them.
Start with a known good battery.
