It looks like the car has run over a posh gate and got some of it stuck underneath. There is a guy around here with one very similar fitted to his transit van. His van looks stupid and so does he.

"On 25th May 2007 sturdy, rigid bull bars were made illegal and new bull bars being produced and fitted to vehicles had to comply with EU legislation" if on the vehicle prior to 25 may 2007 it can stay on, but cannot be fitted to another vehicle
EU Legislation being that it has to pose on additional risk of injury to a pedestrian or vehicle in the event of an impact and has to be type approved
