Have an assistant press the bonnet down a little as you pull on the handle. Hopefully that'll take a bit of tension off the latch to enable it to be released.

When you've got it open, degrease the mechanism, lubricate the mechanism with bearing grease whilst your assistant works the handle back and forth.

The safety catch is adjacent to the "V" in the "Land Rover" decal.

when mine stuck I pulled so hard the T handle snapped in two.

Perhaps u should try readjusting the catch pin.

What advice is there to give in replacing an existing cable like for like?
If you have a problem with the outer part of the cable then u will have to replace it, I didn't so I only replace with new inner complete with the T handle that's a lot easer..

You won't find just an inner cable. You buy the thing as a unit and take it apart.

as an update i've done this now.. fairly straight foreward but had to drill out the 3 rivets that hold a plastic cover underneath the catch oh and had to ease the grill forward too to get access.. I replaced the rivets with self tappers and kind of raw plugs.. took about an hr start to finish
