AC compressor cluth

Hey guys,
Suddenly my freelander stoped blowing cold air I checked for the ac clutch and found out that clutch is not engaging so i check the power to the clutch there are no power comes to it
So I checked wiring harness for disconnection but unable to found a one.Then I realize when turn on the ac radiator fans also not working.So my question is does low refrigerent causes for clutch not engaging?
And should compressor engage to operate radiator fan when ac turn on?
I have l series freelander

Yes. The pressure in the AC system has to be within a set threshold, both high and low, or the engine ECU inhibits AC option.
