99 Disco II with SLS noise (buzzing)from right rear when ignition is turned on

When the ignition is turned on there is a constant buzzing/whining noise from the right rear wheel arch area. Suspect it is to do with the SLS, any ideas?
The SLS rsies and lowers as it should using the dash board switch.

I've noticed there is cylindrical unit in the right rear wheel arch (with wires/pipes coming from it) what does this do?

The item you are referring to is almost certainly the fuel filter. The buzzing you hear is probably the fuel pump bring the fuel up to pressure.

If you set the ignition key to position II and then listen to the buzzing, it should stop after 20secs or so. If it doesn't it's a common sign of imminent fuel pump failure.
