Going to replace Cam belt on my defender 300tdi. Bought a kit and came with an instruction that when fitting the idler pulley stud if there is not a 2mm by 45 degree chamfer to where the stud goes in to make one with a countersink tool. Can anyone tell me why . Is there a specific tool to do this.

I would hazard a guess it is to make sure the stud is dead central and square.

I am not saying this os the right tool, but it will give you an idea what to look for.
