1974 2,25 diesel 88. Oil Circulation

Hi Guys,
Changing Valve Stem Seals. On refitting the rocker gear, found an odd thing.
The rocker shaft mounting at number 4 cylinder has a hole from the rocker shaft and through to the head.
The mounting at number 1 has no hole in the cylinder head.
The rocker mounting hole will NOT line up with the corresponding hole in the head. It has been drilled off center. Is this suposed to be a return oil way?
.Does anyone know of an OIl Circulation diagram that I could download and see what is out off alignment.
Any advice on this would be appreciated.
