Odd thing happened the other day, had the wipers on intermittent and they wouldnt return to down position then put them on full and when turned off again they stuck wherever I turned them off, then they just started working fine again will this be the relay?

Mine does that if the signal is poor.

As to the wiper issue.
There's a switch inside the gearbox of the wiper motor. This switch drives the motor to the parked position. They can get gummed up and worn. When this happens, the wipers stop as soon as power is removed. Intermittent mode applies a short pulse of power to the motor, relying on the return switch to return the wipers to the parked position.
