New MAF, still no power.....

Regular readers will know that my car has an issue with low power, as i post in here from time to time. The issue has existed for a couple of years. Its a 2001 TD4 Auto

I finally coughed up and replaced the MAF, and the problem is still there.

Labouring under load at low RPM, around 1750

Checked all the usual suspects, new fuel pumps, cleaned/disabled EGR, turbo hoses, etc.

The only things that have not been touched now are the MAP sensor and the turbo.

I am starting to think that the turbo bearing are shot and the turbo just is not spooling up at lower RPM.

The issue seems to be worse now that he MAF (and airfilter) have been changed.

Any ideas?
 
Turbo activator solenoid ?

Already been done, top of the rev range it fine, on the flat it seems ok.

Come to a hill, and if the revs as in the 1750 range you give it a bit of throttle and it just shakes until it changes down

Some time if you give a bit of right foot, it will kick down and struggles for power

Its happening in the range that the turbo spools up, which is where my knackered blower theory comes from
 
Just had a though.......the turbo is vacuum operated.

My cruise control has played up for a while, is that connected to the vacuum system?

I wonder if there is a vacuum issue?
