sheered bolt help/advise needed

Was doing a service today and all was fine and dandy until I went to put the cap back on the oil filter (td5) and tried to do up the bolt closest to me, it just kept spinning, took the cap back off and there was the thread attached to the bolt where it should screw into (hope that makes sense). The bolts ar captive and now only one works as there is no thread for the other to grip. What should I do? Is it best to cut out the captive bolt and use a new nut and bolt or can it be re threaded?
