hi i'm currently looking at a 97 disco 300tdi it has a few probs but most of them an easy fix. the rev counter moves but not properly if u rev the nuts off it it only goes to 1500 the landy needs a new battery could this be related?
 
I had the same problem , the rev counter would bounce up and down though but sometimes it would stop altogether . the problem lead to be the alternator was goosed so when that was replaced all was good again ! :)
 
The Alternator drives the Rev counter (pulses off back of alternator) and also charges battery. If the Alternator is goosed it wont be charging the battery or driving the rev counter.
 
Worth checking the connections at the rear of the alternator I had same symptoms and I solved it by remaking the thin single wire spade connector into the 'W' connection at the rear of the alt......pretty sure it was 'W'
