This is doing my head in and I would appreciate any input.. The car has the following electrical problems when I insert the ignition key and turn to position II, all lights on instrument panel come on as expected and then some go out as normal but:
  1. Moving the key to the crank position does nothing (however the +ve supply to the start relay on the bonnet fuse panel IS there - this relay gets its earth via the BCU, I provided an earth to this relay and it did crank the starter)
  2. The indicators don't operate
  3. The hazard warning doesn't operate
  4. The electric windows don't operate
The following items all operate as normal.
  1. Heater fan
  2. Horns
  3. Electric Mirrors
  4. Side Lights
  5. Headlights/Headlight Flash and dip
  6. Petrol Cap release
  7. All wipers and washers
I have checked and reseated all fuses and Relays (both Passenger compartment and Under Bonnet boxes).
I have reseated all plugs and sockets on both boxes as above and the BCU.
I have checked all voltage levels where possible. I have changed the key handset battery and performed the EKA as the Alarm light was flashing at one point but it goes out with a remote lock and unlock.
Any good ideas out there - I do not have Testbook or equivalent..
Thanks

Check the BCU's Earths, it has two -

From C0660-11 to Earth Header C0551-4

From C0664-5 to Earth Header C0017-7

Hi this might have been overlooked but is it an automatic gearbox, as they wont turn over unless in Park. If she is auto try moving the gear stick when you turn the key their might be a faulty connection/switch. Sorry but mine is not an auto so I cant check the electics as you listed above

PaulMc - Thanks for the info - I will check these out as soon as possible.. One thing though - my copy of Rave (Discovery II 01 MY) shows slightly different photos of the connectors C0551 and C0017 especially C0017 which although in the same place I think but grouped with different other connectors. I have yet to find a copy of Rave that has a specific 1999 or 2000 MY - is there such a thing - which may be the reason for differences. Anyway the circuit info is the same with th BCU connector/pin assignments as per your reply.

ZippyIII - This is a manual Discovery II - thanks anyway

I posted the pictures of C0017 and C0551 in the wrong order  - Now corrected

There does appear to be minor differences between different versions of documentation found in different releases of RAVE, IMHO not all of them are entirely accurate

C0017 is sometimes shown as a 6-way Sumitomo 250 Series Splice Connector (as in your picture) and sometimes as a 10-way Sumitomo HD187 Series Splice Connector (as in my picture)

Although your picture shows a 6-way connector, the connections table shows 10-ways

C0017 on my Discovery is the 10-way HD connector.

The edition of RAVE I've posted from, can be downloaded here (RAVE 1) -

Well I metered out both BCU earth paths direct from the connectors on the BCU to the earth headers as per the circuit diagram and as Paul suggested. All was OK :), I checked all connectors and headers for any signs of corrosion etc. but all were in very good condition as were the earth studs on the body that the headers were bolted to.
However no luck! fault still as described at the beginning of this thread. I can only now assume that the BCU is defective and the cause of this fault(s) the supply to the start relay is there when you turn the ignition switch to the crank position and the earth(s) are OK at C0664 and C0660 on the BCU (I have checked these relative to the main Battery earth both for continuity and resistance - 0.5 ohms with my Fluke Multimeter)

My question now is - is it worth trying another second hand BCU or get it connected to the appropriate Land Rover Testbook etc. ??

I had a very simliar problem not to long ago.

Turned out to be water damage in the fuse box. Maybe worth a check

That's a good point :)

The Passenger Compartment Fuse Box has an electronic component called the 'Intelligent Driver Module' (IDM) built into it, which communicates with both the BCU and the Instrument Pack via the 'Serial Data Bus' (on a Slate/Pink wire).

According to the 'New Discovery Technical Briefing' Document in RAVE -

"Starter relay

The starter relay on both petrol and diesel derivatives is controlled by the BCU. The BCU
receives a signal from the ignition switch that the driver wishes the engine to start. If the
security system has been deactivated, the BCU will operate the starter relay. The BCU cannot
tell if the remobilisation signal has been accepted by the EMS. On occasions where the BCU
has received a valid unlock/remobilise signal but the EMS has not, the start relay will energise,
causing the engine to crank until it starts. At this point, the starter relay will disengage and the
starter motor will stop cranking the engine. The ECM will then immediately stop the engine
running. The BCU receives from the instrument pack an engine running signal. If the ignition
key is turned to position IV when the BCU is receiving an engine running signal, it will not
energise the start motor relay (see figure 22)
"

As you can see from that paragraph, there could also be Security issues between the BCU and the Engine Management System (EMS).

Good evening, I wondered if you resolved your problem as i appear to have the exact same problem . Any help would be appreciated. Thanks

Did anyone find the definitive solution? Mines just joined the pack. No water gunk in the fuse box, all fuses ok, but on the whole won't start.

Central locking / alarm works with the remote key, but engine won't start. I get the B with a dash next to the odometer but no other warning lights. When I try to start I get nothing but 6 loud beeps from behind the dash.

I have bitter experience of getting land rover to fix these type of electrical faults and don't want to be wasting money.

I've tried using EKA, tried disconnecting the battery and leaving th ignition in position two for 5 minutes.

Is there any way of knowing if it's the BCU or the IDM that's at fault?

has anyone solved this issue yet I am going to look at the driver side fuse box
I get the lights on the dash but no starter

Hello i have exactly the same issues with not starting and indictors and electric windows etc not working.Did any body figure out a cure for this issue?

Thanks

Francis

Yes, as already said start by replaceing the interior fusebox ... i have the feeling that the uncivilised OP of this thread(who joined the forum in 7 years ago and has only 3 posts) fixed the issue by replaceing the fusebox(IDM) but wasn't fair enough to report back the outcome.... from my point of view somebody who acts like this and it's still alive is a schmuck o_O ... dont expect too much help from such prig
