If you have no means to bench test them I would get a diesel shop to do the refurb, after all how would you know they are working correctly? and if not working correctly it could lead to engine damage.
In my mind if it starts instantly, smokes a little when cold which clears when engine is hot and has enough power I would leave alone.

As they’re mechanical injectors, I would expect this would be suitable for bench testing.

Yes but you need something like

A number of images from the OP and a few earlier replies arent showing up for me. Presumably they were hosted on another site which has gone?
Any way to retrieve these to make the post usable again?

I used you tube when I cleaned mine, you can not get into too much bother as long as put parts together as they came out , I used a ultrasonic cleaner worked well

I have a Defender 200Tdi 1994 90k miles, but has sat in my garage for the past 20 years. Should I be looking at the injectors as part of the ‘restoration’ ?
I’ve had the vehicle since new, but has sat for the past 20 years in my garage. I’m in the process of getting the old girl back on the road. Haven’t started her up yet as I’m still going through all the jobs to get her MOT ready. Should I look into getting the injectors cleaned / serviced ?

Barn find! Wonderful, nice to see you have a bit more time to play with it, how about some pics,
Is that 20 years sitting without a start?
I guess you’re changing oils, draining fuel, new filters etc. I would pull the injectors even if just to see if they come out ok , easy to dissemble and clean as above and while out see if it turns over freely by hand and then on starter to circulate new oil before trying to start it proper
