Default fitting new military doors.. what order?

so fitting new door bottoms - do you fit the hinges to the door, then the hinges to the bulkhead

or

hinges to bulkhead then door to hinges

?

I fitted hinges to the door first.
then you need to do trial and error with shims under the hinges on the bulkhead, to get the best fit.
