What's this hole for?

Been doing some repair work on my Series 3 109 recently and there's a hole in one of the crossmembers that I always just assumed was for a PTO but on closer inspection I'm not sure how that'd work. The hole in question is the one on the left in this picture:



Now, this hole doesn't align with where a PTO would bolt onto the back of the transfer case and according to the following diagram the PTO shaft goes over this crossmember not through it.



The only thing I can think of is if theres a PTO driven through the transfer case which then is split to a forwards and rearwards shaft via a box that locates between this crossmember and the one immediately behind it?

Someone clear this up for me please!
 
Seen a bottom mount PTO on a mates landy,shaft went forward to mechanical winch and even if drive went rearwards it would not pass through the hole.
 
The Weld around the edges of the hole do not look as good as the other hole so my guess would be some one has added it at some stage to route an exhaust through.

I don't think so, the same hole appears on many other pictures of 109 chassis, also the previous owners of the vehicle were two engineering companies in Chichester and then one guy who owned it from 1987 till I bought it from him in 2012, the vehicle is completely standard (apart from the brushed on paint job) so I can't imagine him cutting the chassis apart.
 
Just to point out, the chassis in the diagram looks more like a s s1 107/109 chassis with the drawbar bolted on and the rounded crossmember.
