The "dump-valve" or wastegate to give it it's proper name is part of a turbocharger. All turbos have them, but there are two (technically three) types. What you're talking about is called an atmospheric wastegate, and vents excess pressure during the spool down phase giving the characteristic whooshing noise.

In my job as a mechanic I'm unfortunate enough to have to drive 'boys' cars with these stupid things fitted, the whooshing noise drives you potty and it's bl**dy embarasing.
You can't fit one to a N/A engine.

I have one on my my 4X4. But then it is a Mazda 323 Turbo  . IMHO I like it as its not too loud...some people will hate it of course. You can buy dump valve effect gadgets for NA cars...now that is sad!

The only dump valve in my landy is installed on the drivers seat every time I get in.
