There is holes between the inner and outer so if you fill the outer it'll run through to the inner and visa versa. Fill up to the ridge / holes.

As Dom says unless its blocked with grunge...did you clean the bottom out.

You clean your bottom with a stick, do you BB? I prefer a bit of petril and an old toothbrush myself!
