Chassis handbrake linkage bracket holes

Why does the handbrake linkage bracket on the chassis have two holes (see photo). The green book appears to show that the linkage pivot should be mounted in the top hole, but this is not clear. Is the bottom hole possibly to do with mountig the handbrake for a LHD vehicle?

Quite sure that mine is in the lower one as I generally use a couple of extension bars and a socket to remove it ie ratchet at outer edge under fuel tank. Manual not very clear on this.
If in the higher hole surely it will pull the link from the drum at an awkward angle instead of straight?
 
Thanks for the reply. Maybe it is the bottom hole, altough the book diagram in the book looks like the top one. It will be clearer when the gearbox is back in place.
 
Thanks for the reply. It seems that it is the bottom. It's still a bit of a mystery to me as to why there are two holes.
