yes. the compressor charges the tank (receiver) otherwise the compressor will be working to inflate all airbags at once which will take additional time
 
Maybe he's talking about emergency valves in case the system fails? They go straight to the bags without going through the valve block. Need to be careful inflating them though: 10 - 20psi per corner at a time and I don't think you need much above 70PSI to get the lot up, IIRC.

That depends on how many bags of cement you have in the boot. :D:D

Except he talks about operating the valves manually.
