Why won't windscreen wipers work?

Ok, my R reg Defender is showing it's age! The windscreen wipers have been playing up, lost the ability for intermittent wipe, then stopped working altogether. I changed the fuse but it blew again after a few pathetic wipes. I was advised to squirt the wiper pillars with WD40 so I've done that. I've now changed the fuse 3 times but it keeps blowing. What do I try next? Could it be a relay problem or the motor? How do I get into the workings?
 
Take off the passenger side lower dash and grab handle. Motor is under there. Disconnect the drive cable and try it then. Could be dry cable, seized spindles, faulty wheel boxes or a faulty motor or a wiring short.

Yup, enough resistance to turning will give the motor a bad time ...
