P1195 Fuel pressure control valve

About 3 months ago i also posted a not starting discussion. Changed all 4 injectors and the car started fine, had some heavy black smoke but it started. Now the same problem with P1195. Can someone tell me where the fuel pressure control valve is located? I have already changed the fuel pressure sensor. When i remove a nut from an fuel line on the high pressure rail fuel will come out plenty and if i try to start it will spray out very strong. I ques the fuel pressure is good.
2 things i also noticed.
- 1 The low pressure fuel pump (near the tank) runs very long when the ignition is turned on, it seems that it doesn't stop.
- 2 When starting i measure a solid ground pulse on the injector but only about 0.8 volt on the +12V side. I removed an injector and cranked the car but it would not spray.
With quikstart the car starts right away. When cranking i read.
low pressure supply 310.20
high pressure rail fuel supply 8188.24
fuel pressure regulator current 0.95
engine speed 310

Hope someone can help me to get this sorted out. Thanks in advance
 
I'm at the end of my tricks. The car still won't start. I connected 1 injector outside of the engine and when cranking it will not spray. So teh reason why the car won't start is that the injectors are not spraying during crank. If i spray some quick start it will start running on the 3 other injectors and the 1 outside will also spray. I changed the low and high pressure pump, put in a clean diesel filter, injectors are about 5 months old and there is no leakage on the injectors. My next thought would be the ECU since i ran out of options. The car doesn't give any fault codes. It has 65k miles. I really hope some can can give me a cleu.
 
Are they new or recon injectors?
I woul start with doing a leak off test as black smoke is normally over fuelling.
 
Don't think your high pressure is enough.

Pressure control valve is on Hugh pressure pump and I believe you can replace it separately.
