I have nearly completed the full restoration of a utility 1992 Defender 90 to which I have added rear side and roof windows and rear seat belts and propose to make an application to the DVLA to change the Taxation Class from light goods to private saloon....or similar.

Currently as a utility it is banned from the London clean air zone which covers a huge area.

Does anyone have experience of this and can give the right words for the DVLA.

Welcome. That will be difficult. Landys are classed as light goods vehicles, not sure if it can be changed even for station wagons.

I see lots of diesel Landys in London so what do they have on their V5C that allows them to be there. I was threatened with a fine of about £100 per day when I called up to pay the congestion charge and was given 5 days to get out of London!
