Bulkhead. Top rail replacement

Hi. Anyone got any thoughts on how long it might take to replace the top rail on a Series 1 bulkhead? One workshop quoted a day's labour plus parts. I think it must be less, surely.

from what state to what state? starting fully assembled, to disassemble, cut out, weld new, clean and grind, reassemble? I would have thought a day is about right. If it turns up stripped and is returned stripped so all they are doing is cutting, welding, grinding maybe half a day?
